[ARCHIVED] Ogden City Council to consider Gibson Community Plan and rezones

Gibson Community Plan

The Ogden City Council will consider a community plan and four associated rezones for the Gibson neighborhood on Tuesday, July 5, 2016 at 6 p.m. in Council Chambers. The proposed Gibson Community Plan covers the area between 12th Street and the Ogden River and between Wall Avenue and the western city boundary.


“The proposed plan is the first formal community plan developed for the Gibson area and focuses on issues related to community identity, land use, open space and pathways, and transportation,” Council Chair Marcia White said. “We encourage residents to attend Tuesday’s City Council meeting to provide input on the plan and rezones.”  


The plan was developed and reviewed by a citizen steering committee, the City’s Planning Division, and the City’s Planning Commission beginning in late 2014 and throughout 2015. The Planning Commission recommended approval of the plan in May of this year. The steering committee’s comments focused on improving the community’s image, investing in infrastructure, encouraging quality developments, improving property maintenance, enhancing trails, and protecting the river corridor.  


The plan proposes several zone changes that are intended to help improve the community, including:

  • Changing the zoning from the more intensive M-2 manufacturing and industrial zone to the less intensive M-1 zone for areas to the west and southwest of the railroad tracks;
  • Rezoning properties along Gibson Ave. and Center St. south of 17th Street from M-1 to the single-family residential R-1-5 zone to help strengthen the existing residential neighborhood in that area;
  • Rezoning the area west of Wall Avenue around 17th Street from M-1 to the same regional commercial C-3 zoning that exists to the north and south of the area; and
  • Rezoning the corridor adjacent to the Ogden River and the Goode Ski Lake to the open space    O-1 zone.  


The plan also proposes improvements to streets and trails within the area. Recommendations include straightening and improving 17th Street, creating new traffic routes to decrease the impact of truck traffic to the neighborhood, and creating a new trail connection from the Ogden River to 12th Street and Business Depot Ogden.
