The Community Development Division's goal is to revitalize Ogden's neighborhoods. Neighborhoods are the building blocks of cities. The health of our city depends on the vitality of our neighborhoods. Ogden City believes that its neighborhoods should be "attractive, cohesive, diverse and safe environments for working, shopping, and raising a family." We reach this goal by helping families buy homes, offering loans to fix up existing homes, building new homes, tearing down abandoned buildings and by helping neighbors get to know and work with one another. The Own In Ogden Program
Established in 1988, the Ogden City Own in Ogden Down Payment Assistance Program has helped over 1,000 households realize the dream of home ownership. This home ownership program is offered in specifically-targeted areas of Ogden City, providing $3,000 in zero interest, deferrered payment loans that decline to a complete credit over a five-year residency requirement. In specifically-targeted areas,an increased amount of $5,000 is offered as down payment and closing cost assistance to home buyers.


Home Sweet Ogden
Ogden City Community Development is offering new and recently-remodeled homes for sale to owner-occupant buyers. Special financing assistance is provided for each home. See the Home Sweet Ogden page for a listing of homes available and the purchase procedures.

Three types of properties are offered:

  • Asset Control Area (ACA) homes are HUD reposessions, acquired and completely remodeled by Ogden City. There are special HUD guidelines for these homes.
  • Rehabs are other homes purchased and remodeled by Ogden City.
  • New homes are built in Ogden's older neighborhoods, consistent with historic styles.


East Central Revitalization Strategy
Ogden City has adopted a strategy for revitalization of the neighborhoods just east of the downtown area. The East Central Revitalization Strategy will be implemented over several years, with a combination of City and federal dollars, and in cooperation with residents and owners.

Fair Housing is a right protected by laws in Utah and the United States.
