City Administration

This division provides management and administrative control over departmental and assigned City programs. This division consists of the director of management services and an administrative assistant. Among the major functions of this division are: representing the City's interests at the Utah State Legislature, managing the development of the City's budget and capital improvement plan, serving as hearing officer for administrative grievances and appeals, providing direction for other departmental divisions, and managing special projects for the Administration.

Management Services is one of six city departments in Ogden. Our principle responsibility is to serve other line city departments, although we offer services to the public as well. If you are an Ogden City resident, Management Services offers answers to the following important questions:

  2. What does it cost the City to operate each year?
  3. Where can I find city records including minutes and ordinances?
  4. Where can I pay my water bill, traffic tickets or other fees?
  5. How do I apply for work with the City?
  6. How do I contact my state representative or senator?
  7. How can I be added to a bidders list to do business with the City?
  8. How do I find the phone number or email address of a city official?
  9. What do I need to do if I want to run for mayor or city council?

Management Services Divisions

Administration: This division provides management and administrative control over departmental and assigned City programs. This division consists of the director of management services and an administrative assistant. Among the major functions of this division are: representing the City's interests at the Utah State Legislature, managing the development of the City's budget and capital improvement plan, serving as hearing officer for administrative grievances and appeals, providing direction for other departmental divisions, and managing special projects for the Administration.

Human Resources: This division administers rules, regulations and policies established by law, ordinance and policy relating to employment with the City. This would include recruitment, selection, employment, training and performance evaluation of City employees. In addition, the division provides staff support for the meet and confer process of collective bargaining with employee groups and unions. Employees in this division provide direct services to city departments and employees as well as advice in complying with applicable laws and policies.

Comptroller: This division provides technical and professional staff support to the Administration in preparing the annual capital improvement program, the City budget, and the annual financial report. The division manages the accounting system of the City. In addition, division employees track fixed assets, manage grant accounting, and ensure legal compliance with applicable laws and policies.

Fiscal Operations: This division provides three primary areas of service. It controls the collection and disbursement of funds and provides for the protection and investment of these funds. It also processes requests for the purchase of goods and services by the City and assumes responsibility for processing the bi-weekly City payroll and associated payroll reports and information.

Fleet & Facilities: This division is responsible for the city's entire fleet of vehicles and equipment, incuding purchase, maintenance and fueling. It is also responsible for maintaining all city-owned facilities.

Justice Court: The Justice Court will begin operations on July 1, 2006. This is the newly-formed division that will have jurisdiction over Class B & C misdemeanors, traffic violations and small claims.

City Recorder: This division maintains custody of the official records and archives of the City and oversees the city-wide records management system. Division staff prepares and maintains minutes for all official City meetings. The division also maintains the City's Municipal Code, publishes legal notices, and coordinates and conducts municipal elections.

Risk Management: This division has responsibility for protecting the human and financial assets of the City, working to reduce potential losses before they occur, and providing insurance or other financial means to cover losses when they occur. This division also administers the accident review process and manages the City's workers compensation program.

Information Technology: The role of the division is to provide for the consistent application of information technology throughout the City, and to maintain reliable, secure and updated information processing systems including hardware, software, training and support. In addition, the division also has responsibility for telecommunications, including standard and cellular telephone services, wiring and data transmission.
